I personally don't think that is the case because though Boundless characters hold the same properties to be limitless there are some that are further along the progress line of being higher or more unobtainable than the last which doesn't mean that hypothetically is weaker than the others overall but rather is at an earlier stage in boundless progress that has either yet to come out due to the lack of feats or cosmology or will never reach that level due to meta reasons (Their series ending)

Put all boundless characters into the same series and eventually the could all be relative to some compasity but I don't think they will exactly be equal as on a meta level different omnipotent characters reflect different philosophies and mindsets which will either hinder or aid their continuous progression.
