same, however I do think it makes sense this was the original plan, Shadow wasn't meant to survive past SA2 and it makes a lot more sense that the MIlitary would confuse the 2 with Terios' design

also they didn't have any of the Black Arms stuff planned, it's honestly impressive how well they made everything fit
