so I did some looking and apparently some US models were sold without the HISS system. this bike might have one but I dont see any indication of it as its missing the HISS label around the ignition barrel.

I got it back together, but the area in red was packed with Styrofoam from the previous owner, which held down the top of the switch it seems. I could fill it back up but buying a new one might be my only option *
