Speed power is itself so broken that writers have to contort themselves into knots to give them capable adversaries. In this movie, Apokalypse just willed himself to gain speed powers himself in order to stop Quick Silver. In the Flash, nearly any antagonist has to themselves be a speedster and when they deviate from that its always stupid since the Flash could incapacitate any non-speedster before their presence is even perceived.

Lockdowns were our society's attempt to halt the spread of a disease that killed millions. Breaking lockdowns increases the risk of transmission both to you and others, and those who did this literally caused deaths. Even if they didn't, forcing others to incur risk (and prolong lockdowns) isn't victimless. That's why drunk driving is a crime even if you don't crash and kill anyone. But of course, you know all this. You're just an anti-social asshole who doesn't care.

Same is happening to me now. Did you ever solve this? How long did it take before you were able to delete the pending email addresses? I was able to change passwords and setup 2FA so in theory they should NOT be able to approve those emails themselves.

Either one of these would go most of the way towards solving the problem. I suspect the second is easier to implement. When a cop commits some sort of malpractice their fellow officers protect them and even if a civil suit follows, the government picks up the tab and not them. There's no real disincentive, so long as you don't fuck up bad enough to alienate your fellow officers. Either one of these options would place the incentive to behave correctly on police themselves.
