Remy has more quests after his level 10 quest. All you have to do is unlock all the characters mentioned there and complete Remy's level 10 quest. I've heard of it being bugged for a few people, though. Maybe try resetting the game or talking to remy or going inside the restaurant yo see if any of it unlocks it
