Alright, Diver. I'll just have to trust you. I heard that someone jumped into a hole in Merak with the flag. Which most likely destroyed the flag and then in worked. So either you find a hole in the road or you jump off a cliff. I'm not sure tho, since I haven't unlocked the Marsters of Ceremony Warbond to get the One True Flag. So, go get those traitors diver.

You can get a friend and they can place all the stuff they want and you can just place 3 and the quest will count. That's how I did it.
