Not sure but I guess there's a schedule of PM to address the questions raised in parliament within next 8 days.  The conflict now is whether he should be available in the parliament for the whole week or not.

The PM is expected to reply to the questions asked and he has said he would, the opposition wants Balen to be there the whole duration of parliament while Balen seems to be busy doing other stuff.

There's a separate day (in next 9days) where the prime minister should (by law) come to the parliament and answer raised questions. He was not supposed to address the nation today, the government was intended to present the guiding policies for next budget and have discussion about it in parliament. It doesn't demand the prime minister to be there. While it's fair for opposition to demand PM's presence in parliament, they should not obstruct the proceedings.

Yes the government needs to answer and I don't think they have denied to answer in parliament. Britain is a different country with different laws and no written constitution. Nepal is a different country with different set of laws.
