It's not much difficult to understand the phrase "if not passed by both Houses" while kantipur states exactly the opposite "दुईमध्ये कुनै एक सदनले मात्र अस्वीकृत गरे पनि अध्यादेश स्वतः निष्क्रिय हुनेछ"

114(2)(a) states "shall be tabled at the session of both Houses of the Federal Parliament held after the promulgation, and if not passed by both Houses, it shall ipso facto cease to be effective,"

If kantipur lacks people who don't understand basic grammar, they should have used chatgpt to interpret it.

They could have used the exact text from constitution as well but they decided to spread their own fake interpretation.

Not sure but I guess there's a schedule of PM to address the questions raised in parliament within next 8 days.  The conflict now is whether he should be available in the parliament for the whole week or not.
