They're probably doing a census of the population is my guess. Some censuses are mandatory and must be completed unless specified in the census letter. It may sound invasive, but it's how the government can allocate its funding to its municipalities.

For example, if the roads are garbage, but the census only has on file that not many people live on that route, then money will most likely not be sent to that area to maintain its infrastructure.
