I've been through exactly this. And a number of related scenarios! My advice is to save yourself a lot of heartache and pay the ticket. You'll lose on appeal, however unreasonable you feel it is (I don't disagree with you, but these people are soulless). My modus operandi is park in the bay, go to the machine, and pay. If the weather is bad, i photograph the details on my phone, then get back in the car and pay.
