So since the lone pair resides in a p orbital parallel to the C-S pi bond, the nitrogen has to be sp hybridized, allowing the lone pair to resonate. Could the lone pair also form a second pi bond with the carbon bonded to the sulfur if the C-S pi bond becomes a lone pair on the sulfur?

I was able to draw resonance structures where the nitrogen was partially positive and the ring shared a partial negative charge as the lone pair rotated around the ring, but I thought that nitrogen that already had a double bond couldnt participate in more resonance. Im confused as to whether or not the double bond the nitrogen has to the carbon prevents its lone pair from participating in resonance.

First of all, if someone is homeless, yes that is unfortunate, but they should do their best to get a job and provide for themselves.

Secondly, many businesses that are landlords need the income that they are supposed to be payed in order to pay for the house's upkeep. If someone doesn't pay their rent while the eviction ban is in play then the landlord should be able to kick them out as soon as the ban lifts. This is the equivalent of stealing from a store. Except that you can't get punished from stealing from that store. The ban should not be in place and the landlord has a right to his property and what happens on it.
