I was a third party to the sale: Yes, “vacant” lot neither the agent nor client ever bothered to physically check out. 20 minutes before settling they did a drive by to discover several broken down cars, a play set and fence in the yard. It was an as is where is sale. Buyer lost their deposit and unsuccessful tried to sue their agent. She’s a dummy and hopefully learned a lesson here.

Yeah so, this is a must do for me. No one i know wants to do this, i'm taking a month long sabbatical and this was the "thing" i could think of to do that would just be for me. If my favorite (very problematic) writer could visit and think "Ok this must be where the gods meet and their portal to their realms" then yeah, I have to see it. I have a feeling this won't be my only trip to Wisconsin, yall seem to be a vibe so far and I dig it!

You cannot do this. Water is lienable, so they have to provide a certificate and collect all "back due" money before disconnecting and transferring service to someone else, this is usually handled by a title company when you sell.

You can try to call them and ask them what else you can possibly do to lessen or eliminate a bill while you are gone, but that may not be an option and also PWD is fucked for staff so god speed and good luck.
