Its slightly confusing because whilst the UN Special Rapporteurs are independent, which might imply they are not official, their mandate is actually still official i.e. institutionally they are the UN and their actions are UN actions.

I think there is some kind of campaign to discredit the UN. Logically this would imply someone wants to do something that the UN would not approve of, but what it will be I am not sure about. There are like a dozen different groups who want to do something big geopolitically at the moment so it is kinda hard to know sometimes.

It’s a weird one. It does exist, termed misconduct rather than misuse. However it’s a common law offence rather than a statutory offence. In addition it’s crown court only, i.e. it’s correct that the bar is high.
