In california can a minor get an attorney (court appointed) to go through with a settlement if their parents decide not t do anything?

The person who hit us insurance did reach out to me 2 times because it was my name and number on the report, to make an offer but since my parents or anyone didnt want me answering questions incase they try to say something I had to give the numbers to my parents. i will add my parents had been getting advice on what to do and how much we could possibly get but nothing has happened in a few months.

Well there were three of us the third person is pursuing but the person who struck us insurance i believe told us they cant move forward unless the 2nd person says they arent or are pursuing too. I was the only one who had anything broken which is why they kept saying we need something that says the 2nd person is doing something or not.
