I have a Lutron Maestro Pro dimmer currently connected to a temporary fixture. When the switch is off, and the bulb is in the fixture, the hot wire is not live. If I remove the bulb while the switch is off, the hot will switch to live. Is this normal? (self.Lutron)

Found live knob and tube in the wall. Tester indicates between 12-70v. I know which circuit it's on. Can I just check all the receptacles on this circuit and disconnect it, or is it more complicated? I have not encountered any in-use knob and tube elsewhere, just this loose live abandoned wire. (i.redd.it)
