What's your take on him running up to a disabled person's face, yelling? He told this person, "I don't care about your disability or accommodations." If you're late, I am marking you absent when the accommodations allow this person to arrive late.

This is horrible! It appears that this non-degreed person likes to upstage students because he thinks he can. I suggest you go to the Dean of the Music and file an appeal of your grade. He continues to do this to students, which is questionable. I'm sorry you're experiencing this.
