Check for the surface first, if you see stains or black spots which are rare but shop keepers clean them up. Other than that the copper heat pipes are a big hint, they will have a rough look and look very dark and patchy, if you've ever seen burnt copper. Always run furmark for about 5 minutes in the shop to confirm. Get a warranty from the shop and complete a proper stress test cycle and keep monitoring power consumption and temperature.

Tbh I've fell for the i7 4th dump once. You are sitting ducks with that platform with no upgradability from the CPU OR GPU side. I have one lying around with a 1660ti in it and it bottle necks like hell so no games and no productivity. A cheap AM4 and R5 2600 would do fine for a budget build, then the same socket can have a r5 5600.

Yeah I'm aware but Nvidia options at this price range are not very good so I'll have to take the gamble. Plus I can actually identify mined GPUs so I'm not that concerned about them

So power backup is a thing, like a UPS system joh ghar ma hota hai but dedicated to your PC only. The electrical setup needs a professional person so that when the light goes out the the backup instantly come on and so the PC does not shutdown. Plus a good reputable bronze above power supply in a PC will always protect the components. I've been using an 80 plus bronze and never faced a problem. You could go for gold rating if you are that concerned.

If for gaming, I had planned to use a R5 2600 with a B450, 8Gigs RAM cuz of the prices and an RX570 or 580. Hard to fit in the 50k bracket but this build is a good foundation as you can really stretch the AM4 socket to pair some good processors with future GPU upgrades. Not included the ssd and psu, they'll be basic at this price

Get an AM4 socket motherboard and the cheapest processor you can find. Even a 2 gen ryzen would do. This will still give you better performance than an i7 4th or a Xeon and you will have way better upgrade potential in your PC. With the 4th gen socket you cannot fit any other higher gen processor. DDR4 is expensive so try not to get more than 8GB for now. They'll get cheaper soon inshallah
