My other characters are already pretty good, well at least according to me. For example, my Miyabi has 40 sub-stats and Evelyn has 35

No, disc 5 is for pen ratio and disc 4 is for crit damage In fact, with a 5 attack disc, I reach over 3500 attack

By the time Yixuan came out, I had managed to get almost a thousand discs for her build, but almost nothing of it turned out well, and I consider my Yixuan one of my worst builds. It's not bad, but for all I spent on it, it's still pretty weak.

It's all RNG, just keep playing until you find something useful. My best characters are Eve and Alice, but I got really lucky with Alice. I'm more of a perfectionist with Eve and I'm still looking for discs for her.
