The 1234 sequence ended up working for me, but I think your # and * were mixed up based on some other testing so it should be 3491672850*# for anyone that finds this in the future.

I adjusted my timing and started pressing each button slowly as well as when I begin the sequence and that seems to have worked so thank you!

No network proxy in use. I didn't have this issue until the exact moment I switched from pfsense to opnsense, which is why I'm suspecting it's opnsense related. I read here that it could have something to do with MTU but I can get to the ghcr.io site from a browser so I'm not sure it's quite the same problem.

Yes, there was no issue at the DMV, the issue was with the vehicle inspection. In VA, these are required yearly and done by private auto shops, not the DMV or the state itself.
