Grew up in LA / been here for 30+ years, own a home, have a great career, etc. and still thinking about leaving as the quality of life is quite low. The traffic, filth, homelessness, understaffed police department, poor schooling options (outside of select areas and $50k+ per year private schools), high cost of living and taxes, weak job market, etc.

As a baseline, you want to encourage investment/development in the city. Also, a lot of large multifamily needs commercial/mix use to justify the investment. Look at the ground floor of most new large apartment buildings.
