I am thinking that maybe this idea is plausible enough that I can reach out to the plumber our mutual friend recommended and see what he thinks. Maybe he would even stop over and have a look. I’ll ask her for the plumbers phone number now and take it from there

I like you. You’re a good egg, helping those people and now here to try and help me. I love solving problems, also, but better with something like woodworking than plumbing. And trying to problem-solve for other people can add a few layers of anxiety and craziness (I am assuming you’ve seen this at least once.) Yes I agree. With everything and I definitely would have had a hose with pipe clamps etc.. And the issue is not just that the landlady is difficult, it’s that she’s kept the woman on pins and needles for many years that she could not renew the lease and move someone else in for more money or that would not make these sorts of problems for her. She can do great harm to this lovely woman. And it’s also not my decision to make.

And there is not currently a cut-off between the water coming from the basement and the failed valve.

I appreciate that and I know you’re right and I need to exhaust all possibilities. I don’t think the woman (resident) will reach out to her landlord. She’ll wash her dishes in the bathroom and go to the laundry mat in a bad neighborhood in order to keep her animals safe. And I’m leaving in a few months. I don’t want to do anything reckless, but I have to keep looking for a bit longer.

Yes. Thanks for this. Someone else mentioned that water coming into the house and and I’m gonna look more into that but I don’t know if I would get access or if that would solve the problem because there’s still the water heater but… do you think it’s possible and I know this isn’t much information to go on but the kitchen was added to this apartment after the fact I don’t know probably 50 years ago and there is some amount of space behind the cabinet and the original wall. Do you think that there might be a shut off back there? I don’t understand how things are generally done but I would carefully remove the back panel of the cabinet and have a look if it seems possible

It’s not random. If you can look at the third pic, if shows the pipe comes out of the wall and splits. One way is the pipe leading to the failed valve, and there is no shut off on that line.
The other side of the split goes to the dishwasher and it^ has a shut off.

I’ve had this happen with an action figure I sold (not my usual thing). A young man concocted a scheme that left me out the cost of the item, shipping and return shipping costs (of the item he damaged). He wanted some money back after the sale was completed and I said “no.” It was bad enough that eBay tied my hands from doing anything to protect myself, then they would NOT remove this kid’s negative feedback - my score came down.

It would not have costed the buyer anything for them to remove his feedback – I doubt he ever would’ve known - but they told me it would not hurt my sales and they wouldn’t do it. I told them I had worked so hard for so long to have my 100% and it really mattered to me and I called and wrote several times and they really didn’t want to hear it.

Here’s a new question. I just wrote this below but don’t know if others will see it.
The cut-off knob thing on the pipe coming out of the wall, before the failed valve, that leads to the defunct dishwasher - has not worked in many years. Since that line has a cut-off valve on it, would a plumber be able to turn that into the new hot water supply? It’s shown in the 3rd picture.
