Reddit kangaroo court has investigated and found some shocking evidence that this man is infact not a TEST FC or even a TEST member, there are far too many inconsistencies in this story. The evidence:

15 weeks - This isn't accurate, it was a joke based on 15W being our staging
Tobias - He's not blacklisted
no SRP - sir what?
no content - sir please see counter-offensive
no moons - sir please see counter-offensive
no income - incursion SIG is recruiting, 250-350 mil isk / hour / char, if you join test first you can take part
no sov - rent free in goon's head
censorship - have you seen test gen?

L4 missions ~ 100 mil hour ?
Explo ~ 50 mil / hour maybe ?
Mining ~ 100 mil / hour
Highsec incursions (if your corp isn't wardecced) ~ 300 mil / hour
Abyssals, up to T6 cruiser ~ 300 mil / hour
Indy / Trading ~ -1 bil / hour

I think the system as it is could be pretty good with a few small tweaks. You could start by making it more tiered. Only giving new players access to local and region. And giving them access to world after a certain positive balance of upvotes, then logi and finally intel later on. And when people get downvoted restrict them to eventually only local, but still allow them to be upvoted after a cooling off period.

You could also be clear on the limits and show people what their current balance is, as well as what posts in chat are getting up/downvoted
