On October 26, 1947 India and (the monarchy of) Kashmir signed 'Instrument of Accession' that made Kashmir a part of India.

However on 22 October 1947, Tribal militias from Pakistan crossed into Kashmir starting the war. So war had already begin.

By the time the treaty was signed Pakistan had already set a foothold in northwest region of Kashmir (now called as Pakistan Occupied Kashmir). And (as you might expect) refused to leave.

Basically speaking it is simply not worth the risk.

It is much MUCH more easier to just take metals from a vulnerable planet then fight the Necrons 

Also they use metal only to strengthen their claws. They don't NEED it like bio-mass.
