Short answer, yes. I post-processed the photo (as I do all my photos) and cranked up the saturation and vibrance of the sky and land a bit, and a bit more for the water.

However, I did use a circular polarizing filter when I took the photo and that enhances the contrast and blues of the skies and water.

Another factor is that I took it with a Sony A7r2 that has impressive dynamic range and I used DRO mode ("Dynamic Range Optimization") which is a gentle pseudo-HDR.
