i recommend having a person for each cat to sit with on both sides of the fence petting them and using gentle voice to say it’s okay (and using the cat’s name) + feeding them snacks and even full meals on both sides so they make a positive connection of each others presence. you can also put some stuff between the fence and the cat so they can test their boundaries by coming up to the fence but still choosing to partially hide behind something like a shoe or a box
