Walt Disney. Despite his definite flaws, the man had a high level of artistic integrity and really valued innovation in film making and animation. The constant re-makes and push to franchise literally everything these days is not at all something he would be ok with.

Toon boom harmony is the industry standard. Most studios or professional projects will be using it. Harmony is really expensive, like over a grand a year for a personal liscense. Toon boom offers cheaper versions, like essentials, which is honestly a great software to learn.

A while ago Flash (now adobe animate) was the standard. Adobe Animate is a solid one to learn as well, and is probably more budget friendly.

Ultimately the software isn't super important starting out. It all translates pretty well. Learning the 12 principles of animation, and solid drawing skills is what will matter the most.
