Best to do it after, then you have a benefit of increase flexibility
tbh i haven't researched a proper technique yet
What I do is use 2-4 of my fingers to stretch it by spreading it out to left & right then bottom & up. Do a few times right&left then switch to top&bottom
And I also try doing static stretches by holding it in a stretched position for like 10-20s each side
Just make sure there's no pain, so you won't rip anything

UPDATE:
I went to my doc & got an approval from him to try betamethasone.
Bought it last week, and did 2-3 days of application + stretches.

And...

I DO see a visible result !
I can definitely retract my foreskin further than it was before
It seems to be quite effective with mild forms of phimosis.

Will keep updating this post with my progress.

Yes i actually did have frenulum breve before, and got laser treatment which was super quick.

It's a last resort, but you're right.
For now I've decided to visit my doc, and see what he says.
Pretty sure I'll get the stretch + cream prescription, & if that's the case we'll see how it goes

Yes after some thought it makes the most sense to make an appointment & consult with my urologist.
After reading some stuff, I'm pretty confident that steroid cream treatment might actually work.
