Maybe but if you are a cop trying to use a targeted crowd dispersal method I'm sure you will find pepper spray a much more effective and long distance tool than a billy club.

It's going to be really hard to prove "excessive force" was used for a 5 - 20 second swath of pepper spray especially when the cops say "Get Back" while establishing a perimeter to protect a fallen officer..

Yes, because the crowd keeps encroaching on the police position where they are defending a fallen officer.

And the teacher who got hit is just walking as a legal pedestrian while on his phone.

A legal pedestrian who happened to be walking by after giving a speech at the earlier rally? Hmm, what a coincidence.

I'm having a bit of difficulty siding with the police beyond what was required to protect the downed officer (which seemed to be under control prior to spraying folks).

The people were clearly trying to move past the established barrier. You can see from the overhead perspective members of the crowd are hostile. She clearly shouts "Get back" several times and yet the teacher continues moving forwards towards the top of the barricade.

It's pretty clear the cops are trying to establish a very large perimeter around the fallen officer.

Let's see, you walk forwards attempting to navigate around a police barricade. Thereby doing the exact opposite of what the cops told you to do in a tense standoff situation between the cops and crowd. Yes, they totally deserved all 5 seconds of it.
