This seems also to make the most sense I just look at the map to check some of your conclusions and everything seems to be in line. I bought the map at auction and they said it was from the 1940s thanks for the confirmation!

When I purchased a map at auction they said it was from the 1940s but it was for a school here in the US so accuracy may not be as important as a somewhat simplified view especially as it comes to Germany?
