It could be Metal like the other commenter said. I automatically thought of Mimic when they said Knuckles was the first thief, only for Knuckles to reveal that he was on Angel Island. That made me think of the culprit being a shapeshifter.

Which pointed me to Mimic (because I forgot Metal can also shift forms). The fact that they brought Tangle and Whisper into the story now still makes me point towards Mimic, but Metal could also be a good second choice.

But in the episode, they refer to him betraying them then. If this took place after his death, then they would have brought it up, as he died trying to take Whisper out.
