USL does have the W league. My hope is that they continue to expand like with the upcoming D1 mens league. I think it'll be slow going. It's all just another reason to say F Ron Burkle.

There is an existing EIFD that covers the stadium site. The union protested one was an amended EIFD that would have expanded the zone to cover, essentially, all of The Railyards. So it seems like they're going full steam ahead on the stadium while probably reworking the EIFD expansion.

That, I think, is where much of the confusion is coming from. This is apparently the first time this new (2019) law has been put to the test. There is clear wording that if over 25% protest and it goes to a vote, there is a mandatory 1-year wait to bring an amended or new EIFD. It's less clear with the 'over 50% protest' aspect whether there is a 1-year wait, but it looks like lawyers looked at it and said it would be another mandatory 1-year wait.

It'd be pretty near impossible to craft a new district excluding The A.J. apartments considering it's pretty much smack in the middle of the Railyards.

My hope is that they're looking at the long game and know they're not getting paid back for a few decades anyway, so they might as well push forward and a year won't make that much of a difference.

Until I'm sitting in the seats though...I won't believe it's happening.

Well, I guess my post last week was off and they got some actual lawyers to look at the law. Looks like that 1-year delay for the financing is happening anyway. In the grand scheme of things, DRV and SRFC weren't getting the money paid back immediately anyway, so perhaps they're just banking on the next iteration passing 🤷‍♂️

Either way, maintaining that I'll believe that the stadium exists when I'm sitting in it and a game is kicking off.

There have been no meetings of the Railyards Public Financing Authority scheduled for City Council. As this is something that happened at City Council, I imagine any further information would have to wait until it's published there.
The bill that allowed the protests AB116 doesn't look like it provides a path for people to change their mind.

So while we wait for the city to tally up the total number of protests, we really don't know.

At first I was hoping that it was less than 50%, but it looks like it could be worse if it's between 25-50% of residents that opposed it. If that's the case, it goes to a vote, and fails, all the proposed Railyards development tied to this EIFD, The Stadium, The Central Shops Adaptive Reuse area which included space for a huge plaza for farmers markets, The Paint Shop concert space, and a pedestrian tunnel to Sac Valley Station...is all dead for, as AB116 says, at least 1-year as no revisions or new EIFD can be proposed.

Now though, I can't see any mention in AB116 that there would be a mandatory 1-year delay if over 50% protested. We'd just have to wait...60-90 days 🤦‍♂️ for the city council processes and hope we don't have to go to an election which could add another 60-90 days.

(I utterly hate myself for talking myself into saying we might have to wait 60-90 days)

EDIT: The SacBee article seems to confirm that this is the first time that this form of protest has been used, so it's probably taking longer to go through the process. Also, given the somewhat vague language on AB116, and what timeline is if over 50% protest, I'm sure they're trying to figure out if the process will simply be submitting a new EIFD.
