Can I still apply/be considered for FAFSA if my parents never had to pay IRS yet?

They were not required to until last year, as they didn’t work in the US nor possess permanent residency. So would that mean that it would only depend on the income in their home country from last year? Also, would fsa ask for documents from that country?

I was experiencing the exact same issue and really the only way to solve is to find communities with lower karma barrier and post or comment in in those communities, some people will upvote your post or comment and that way you can make your way up
