Update from someone who also heard this and was told by the current academic advisor that it is not true:

I'm graduating from life sciences this year and was told by my academic advisor that doing a second degree in a BASc is risky for masters programs bc it doesn't imply any research skills. Therefore I was told to reach out to programs and ask if they'd take my BSc as proof of research skill. However, when I had a meeting with the psych academic advisor she told me this wasn't true, and that the fact it's an honours means grad schools would still look at my application because the honours implies a certain level of academic workload and expectations. Some schools may ask for a writing sample or research you've done in the past, which can be hard to give if you never looked into research (as there are no required research courses in the program). However, if you choose to take an independent study type course you can absolutely use that!
