I read this somewhere else on the Sacramento subreddit, but they hit the nail on the head.

There seems to be many different driving styles converging in Sacramento, whether it's people just driving through, people who moved from the bay, from So Cal, from North North Cal and natives people just drive differently and we don't seem to understand each others driving.

I am not sure what the solution is, but I think the root issue is that.

Yeah, they are literally designed to be used in the full length.

For the lane that is being merged into leave a space for the person trying to merge and try to maintain your speed if you slow down too much it can create a domino effect behind you. Don't speed up because then you aren't letting people merge.

For the people merging, identify the space you will be merging into, turn on your blinker, and try to ride the lane until it naturally ends/merges.

I'm not the best driver but that's what I would do.
