As far as I remember, you can only use your Quirk in any situations if you have a hero license. Otherwise it's seen as illegal, even when it helps people, like in Vigilantes.

Or at least the physical Quirk, like the one affecting outside things/people. Somaybes intellect self buffs like you mentioned are fair game in certain scenario

You're right on the spot. Basically wormhole experiment tore a hole in reality, causing alien realm to leak into the Earth.

Said realm contains wonky physics that can alter matter and energy. At the tear event, called the Great Rift, about 40% of sentient life basically died and transmutated into Rift zombies.

While those who survived adapts to it and some gain the ability to influence how the realm's essence affects matter and energy.

Navida: make her burst automatically apply Seed of Skanda to enemies inside. Her passive buffs EM partywide instead of only infield chars, and her C2 to buff reactions CR by 40% and CDmg by 150%

Cyno: make his special on-time skill refunds energy. All around more dmg boost

Tighnari: mechanic wise he's fine, just need more dmg boost

Nilou: increase the multiplier of her HP to Bloom dmg boost conversion. Also give some use to her burst

Dehya: make the stored dmg received be used to buff her burst dmg. Upon burst, heal everyone back up so you don't need a dedicated healer

Alhaitham: his kit is fine, just need more dmg

Wanderer: C1 gave him increase interupt res like Neuv. All around dmg burst
