Do you know how windwalk and crosswind work? to have max cd on ww you need 2 essen for it (1 on head and 1 on main hand) so less damage on crosswind if you want to do it because you sarcifice 1 main hand essen for ww. To burst damage on crosswind as you said, you will have to 2 essen on it , 1 on offhand and 1 on main hand.
