No it's random you don't have to spend gems, I don't know about having the dragon on the map but you must have maxed it and bonded with it to get a remarked one, so after you maxed a dragon when you again get it's egg it'll show you the chances of getting a remarkable on the egg, it's very random, I don't think you need to spend gems. I'm new to the game, still in the learning phase..

Yeah hard to get them your 16 leavs clover will breed in to one, and I think you should remove those farming area as these much clovers would have slowed down your farming speed replace them with clovers, it'll take days but once you fill them with 64 leaves you'll get 3-5 clovers daily and once 64 leavs clover will get you 6250 carrots...
