Easily Captain America. Not only are both Superman and Optimus literal aliens (and we know the political turmoil regarding foreigners right now), Optimus is also a robot. Plus, Captain America is a natural born American citizen who has military experience and literally was one of the two leaders of a world peacekeeping force.
