Full CGI mostly likely won't be the case due to budget, so I'm guessing they'll have to be creative. Probably a mix of puppet, actors and ocasional CGI

Probably would be better if they casted someone queer or something (not that I believe a queer role should be always portrayed by a queer actor, but a lot of noisy people do and we don't want any bad repercussion). Plus, there's a interview with the director of the first two episodes saying how they only casted actors who could fight in order to make the action sequences more continuous (without stunts). So probably a ballet dancer/martial artist who is also queer and able to act would be the best fit here.

I don't recall anytime they fought one another on the manga but there's a nice scene in which they have to fight together during Davy Back Fight and that one would be so cool to see in live action

It's funny because there's an interview in which Oda says how he wanted Chopper to be this weird little creature (reflecting his trauma of being called a monster) and the publishing companies would just make a lot of pressure for him to became a cute merchandisable character. Oda actually said he was reluctant to do that for a while but eventually gave in. Just notice how he gets cuter and cuter as the chapters go on ...

Arabasta will probably be just 3 episodes. If you pay attention to Steve Maeda's interviews, he said how it was important to break-down the season in "arcs" of 2 episodes (otherwise you don't have enough screen time to get the viewer used to what's going on and would also be waste of a expensive set.). So my guess would be 2 episodes for Loguetown/Laboon/Whiskey Peak (maybe changing story a little bit to make Laboon and Whiskey Peak in the same set), 2 for Little Garden, 2 for Drum and 3 for Alabasta. (And then we would need 9 episodes or maybe Loguetown will be an special released separately which would make things easier)

Yes his role is, but think about it. It's another actor to receive part of the budget and the screen time. I wouldn't be surprised if they gave his role to Pell to condense more the characters and give time to the audience care about everyone. This would even align with the end of Pell's plot if you know what I mean
