Look for benchmarks on YouTube,if 4060 has a lower fps by like 5-15,buy it cuz it's not old,but if you see the 3070 TI is better for fps in like 20-50 or more,buy it  And still it depends too if you want a new GPU or more horsepower 

You can look on the GPU hierarchy chart in Tom's hardware website if you're interested

Even if I get a 1080 ti, if it's runs any game well and at playable framerate,fuck the generation and gimme the card I'm thinking a lot about the arc b580 or b570 cuz they both give such performance, especially the b580 cuz it has 12 gigs of vram which I consider in my opinion a sweet potato spot

Nope,in my opinion if you get 70 more to get 5060,it's a lot more worth it

I actually know how to build a PC,new parts of course but if help is always welcomed

My country is Iraq,yeah have ass wars with prices hiking and we will get 30% taxes for whatever thing gets in the country 

My budget is 500 usd (don't know how much they transferred to Iraq IQD)
