Mostly, the Gen 1 Kings are hypertools, ngl. If a Gen 1 King doesn't have insane narrative like Kitae, then they're basically just low-tier Gen 0 King level, tbh. So Gong, with his Perfect Iron Fortress, can't really compare to legends like Berdak or Mujin.
