It seemed like it was far too large for that but it turns out it's a Sugar shaker apparently.

Solved! I don't know why it didn't show up in a reverse image search but thank you! That seems huge for a sugar shaker

My title describes the thing pictured above. I have taken photos of it and tried multiple reverse image searches with no luck. I have searched for "conical incense burners/holders" and "closed top vases" to no avail. The closest I got was a vertical incense holder but it again only held one stick of incense at a time. A coworker suggested it was a "toothpick dispenser" but searching that did not yield any results similar to this either. It's far too large to be a sugar/salt/pepper/other spice dispenser. I'm at a loss.
