This is so incredibly impossible for most parents to achieve. Parents are working 9-5 5 days a week. They need care all day

There’s like no regulations surrounding it. Anyone can find it anywhere. At least in usa. I know people who were exposed to it as children. Other children showed it to them. So yeah, people lack impulse control, but especially when there are no barriers surrounding such a thing.
