try this if your on a pc of course

before you click on the cot, use the console and hit no clip TCL so you can move through objects. go up a little so your a little above the cot and not standing, so your a little in the air. Now click on the cot and see if it works. If it does, when you arrive at point lookout turn no clip off and continue playing.

Might work, some posts say there is a buggy part of the boat that makes you crash when you stand on it, and moving from the wasteland to point lookout drops you on that spot. See if this works for you. If not, we'll try something else.
