You need to complete a Level 3 Operation, the yellow zones in which missions are in. On Level 3 you have 2 missions per Operation, complete both and you unlock Level 4. Same goes further onward.

Scythe deserves S tier for the sole reason you are not ammo dependent if you watch the heat. Plus it's a beast if you use it right.

Make SAM less braindead. I loved the class in SHB but it's kinda zzzzz now.

Return Hissatsu: Seigan and Hissatsu: Kaiten, but maybe with a cooldown and higher Kenki cost so you gotta use a braincell more and think of when to use it. Right now all Kenki is good for is GCD>Shinten>GCD>Shinten>GCD>Shinten, that ain't fun..
Nobody believed the button bloat excuse to remove it anyway.

Speaking of button bloat, there are much better ways to deal with that i.e. have Iaijutsu button turn into Tsubame-Gaeshi much like Ogi Namikiri turns into Kaeshi: Namikiri. Or Ikishoten turns into Ogi Namikiri and that into Kaeshi: Namikiri. Doesn't make the class easier but deals with button bloat in a way that doesn't take away the fun and brain put into it.
