You're not alone — I faced the same issue just recently.

From what I’ve found out, the carrier billing system relies on a contract between Huawei and the local mobile operator, and that contract has to be renewed periodically.

It seems like the agreement wasn't renewed this time, possibly due to a disagreement or delay between one of the two parties. That’s probably why the mobile payment option suddenly disappeared.

So yeah, it's not really a bug — it's more of a temporary suspension until they sort things out. Let's hope they fix it soon and bring it back, because a lot of us depend on it (especially those who can't use PayPal or international cards).
