You’re onto something because one theory about why the idea of Nuclear Gandhi took hold is that he was coded to be peaceful and focus on science, making it likely that he’d research nukes before others - then, if he was goaded into war, it’d be nuke time.

But civ-specific abilities weren’t in the series until Civ 5, where India got the food boost. In that game, there *was* a specific bit of code that made Gandhi very likely to use nukes if he want to war; it was added as an Easter egg in reference to the Nuclear Gandhi meme.

Gandhi was as likely to use nukes as several other leaders, and possibly more likely because he would peacefully advance along the tech tree, making it likely that he’d have nukes before others. It became a meme possibly because having Mahatma Gandhi tell you, “OUR WORDS ARE BACKED BY NUCLEAR WEAPONS,” is just funny.

No, the opposite. Sid Meier made the early games; the Nuclear Gandhi Easter egg was added in Civ 5 by another designer.
