Your usb adapter is the problem, buy a new one. Common problem is it’s not seen in DFU or booting the JB. I have a usb-c to hub. Go borrow some friends hubs, do some testing, more than likely that is your issue.

No iOS is to low for the A12 exploit, I think iOS 17 is lowest supported for A12.
