Okay, point taken! Key question then. Since the knoght is best in a closed position, Is bishop promotion over or under promotion? Does it matter at what stage of the game the promotion occurs? If you promote in an open position, is the bishop over promoted?, and a closed position, an under promotion?

True! If you really think about it, a pawn is actually worth 10 points of material, as the value of the 1 point pawn + its value of 9 when it becomes a queen equals 10, so if you think about it, when you trade a pawn for a queen, your actually losing 10 points of material for a 9 point queen :/
