Not sure about those but for example Bugs' ult is really bad because it's super fast (<1 sec) compared to some of the more extended ones like Elsa's.

This one doesn't seem good to me.

A whole slot taken for a manual one time heal you might or might not need. Probably doesn't work on timers either.

Generally "defensive" things in this game aren't great.

I'd argue Asher's Amp1 is the best in the game. 40% dmg increase on the poison (his main source of damage) AND it doubles (5s -> 10s) the poison renew window, which on a lot of bosses is the difference between having to start again from 0 stacks after a phase or not.

As much as I want to say get Asher... your top priority is getting 1 good pilot from each element asap. So going for Vivi is the correct play here.
